
Mr. Shyamal Ghosh
Shyamal Ghosh is Chairman of the Data Security Council of India. He retired from the Indian Administrative Service. His major assignments have been Secretary-Telecom and Secretary-Information Technology in the Government of India.
He served as a Consultant to UNIDO. He was instrumental in bringing out the first Harmonized Code of the Import-Export Policy of India and in formulation of Information Technology Act. As Chairman, Telecom Commission, his leadership led to the complete opening up of the Telecom Sector in India for private sector participation.
He has served as Consultant to the World Bank for “Universal Service Obligation” matters discussed in a Workshop in Chiang Rai (Thailand) in 2005 as also to the Asia Pacific Telecommunity (APT) in a seminar on “Ubiquitous Broadband Services”, particularly in developing countries, held in Singapore in 2005.
He was also engaged by the International Telecommunication Union (ITU) to Chair a Conference of experts on “Internet Governance” held in Geneva (2004) as a follow up of the World Summit on Information Society held in 2003.
