Director of the Information Society Department at the Science and Technology Foundation, Ministry of Education and Science in Portugal. Previously, she was the Head of International Affairs at the “Knowledge Society Agency (UMIC)”, Ministry of Education and Science.
She is vice-President of the WP on Internet Economy at OECD. She chairs the Task Force of the Strategic Forum for International Scientific and International Cooperation of the European Union (EU). She is the Portuguese (PT) Senior Official to the African-EU High Level Policy Dialogue on Science, Technology and Innovation, set up under Africa-EU Partnership 8 Science, Information Society, Space.
She is the PT delegate in several working parties related to Information Society and Research areas in the EU, OECD, UN and GAC at ICANN. She also covers the WSIS co-organized annually by ITU and UNESCO, participates in the IGF and engages in the preparatory work of the open consultations held in Geneva in that capacity as well. She is also engaged in EuroDIG events and is a co-organizer of the PT IGF.
From 2002-2008 she was the Senior Counselor responsible for Information Society, Science and Technology, Education and Space Unit at the Permanent Representation of Portugal to the EU in Brussels.
She was the Senior Advisor on International Affairs to the Minister of Science and Technology (who was responsible for the national coordination of Information Society Policies as well), from 1997-2002. During that time she was involved with one of the first innovative action plans on Information Society Policy at that time, the Green Paper on the Information Society in Portugal (1997).
Joined the Public Administration at the Ministry of Foreign Affairs in September 1991, at the Technological and Industry Directorate, where she covered, among so many other issues, the negotiations of the former GATT.
She is currently completing her PhD Thesis in European Studies – Public Policies at the Universidade Católica in Lisbon. Her thesis is on The Impact of the Multistakeholder Model in Information Society in Public Policies (Competitiveness and Research Policies) in Europe - The ICANN and IGF case studies.
She holds a MSc. in International Economics from Universidade Técnica de Lisboa, a post-graduation in Economics and Management from ISCTE - University Institute of Lisbon, a post-graduation in European Studies – Economics from the Universidade Católica Portuguesa.
