Ricardo represents Verisign interests internationally in several organizations dealing with Internet Governance, Top Level Domain Name System Management and Internet Security like the Latin America & Caribbean School of Internet Governance, Global & Regional IGFs, LACTLD/LACNIC, CENTR, APTLD/APNIC, ITU and ICANN. He has been an international presenter at several industry conferences and is an active member of the IGF-ICANN communities.

Ricardo joined VeriSign in 2009 as the Latin America & Caribbean Regional Manager. He led the development of business opportunities in the Region and worked closely with the VeriSign’s Naming international expansion team efforts. He has been able to develop strong relations with ICANN/IANA since its inception in 1998 when he became ccTLD General Manager for .co (Colombia) and served this position for ten years. Ricardo was founding member of the Latin America and Caribbean ccTLD Association LACTLD.

Ricardo has four times been awarded as one of the Top 25 CIO of the Year in Colombia during his eleven years work as Chief Information Officer at one of the best private universities in Latin America. Prior to that, Ricardo worked in Canada at Gaz Metropolitain, as a project manager for the development of a sales force automation system and a marketing information system.  He also worked in an engineering consulting firm where he participated in the development of security applications for the Royal Canadian Mounted Police.

Ricardo holds graduate studies in International Business from McGill University, a Masters in Management Information Systems from HEC Montreal, an Executive M.B.A. and a Bachelor of Engineering in Computer Science from Universidad de los Andes. He holds both Colombian and Canadian citizenships and is fluent in French, English and Spanish.
