Biography: Everton Frask Lucero Present position: Counselor for Science, Technology, and Environment, Embassy of Brazil in Washington, DC. Instituto Rio Branco Dissertation presented to the 55th High Studies Course (CAE): “Internet Governance: Aspects of the Formation of a Global Regime and Opportunities for Diplomatic Action”. June, 2010, 184 pages. Approved cum laude. South School of Internet Governance (Buenos Aires, 2009, São Paulo, 2010), member of faculty. Internet Governance Forum (IGF): Executive coordinator of the Brazilian government positions to the II IGF, Rio de Janeiro (2007). Member of the Brazilian Delegation and Panelist at the main session “Managing Critical Internet Resources – Global, Regional and National Arrangements” at the III IGF in Hyderabad (2008). Internet Corporation for Assigned Names and Numbers (ICANN): Brazilian representative to the Government Advisory Committee, 2006-2009. Vice-Chairman of the Government Advisory Committee, 2008-2009 Diplomatic Career: Everton Frask Lucero joined the Brazilian Foreign Service in 1992, after completing studies at Instituto Rio Branco (the Brazilian Diplomatic Academy). He served at the Brazilian Embassies in Singapore (1995-97) and Vienna (1997-2001). At the Ministry of Foreign Affairs, he served as Assistant to the Press Secretary (1992), assistant to the Head of the Environment Division (1994-95), and Deputy Head of the Disarmament and Sensitive Technologies Division (2001-2003). From 2003 to 2005, he worked at the International Advisory Office of the Ministry of Science and Technology (MCT), being, until September 2005, the Chief International Advisor to the Minister. In September 2005, he was appointed Director of the Science and Technology Division of the Ministry of Foreign Affairs, a position held until February 2008, when he was transferred to the Embassy of Brazil in Washington, DC.
