Title: The role of Internet Exchange Points in creating Internet capacity and bringing autonomy to developing nations completed

Concise Description:
The main themes to be covered in this workshop are: an explanation of how Internet bandwidth, the capacity to route Internet traffic, is produced within Internet exchange points, an overview of the distribution of Internet exchange points globally, and discussion of the role of Internet exchange points in making developing regions autonomous from the draining expense of international telecommunications carriage. The creation of an Internet exchange point is the single most economically-empowering decision that the Internet community within any region can make, and the one which will most secure their future as an independent and viable center of local content and online community.

If so, who would you approach as co-organizers ? If not, who do you think should organize it?
My co-organizers are Michuki Mwangi, of ISOC, and Sam Paltridge, of the OECD, who will serve as moderator. Both have confirmed their support and participation. Other speakers will include Roque Gagliano, chair of NAPLA, the Latin American IXP operator's association, Paulos Nyirenda, founder of the Malawi IXP, Tariq Husain, chair of Gateway Gulf, the first IXP in any Persian Gulf country, and Max Larson, chair of the AHTIC IXP in Haiti.

In addition, if absolutely necessary, this session could be merged with LACNIC's proposed "Workshop on Public Policies for an improved interconnection at lower costs," although they say that their intended scope is a superset of ours.
