Title: Workshop on Public Policies for an improved interconnection at lower costs completed

Concise Description:
Commercial network interconnections agreements have changed since the times of voice minutes termination discussions between national telephone companies. Today’s Internet inter-connection discussions includes a higher number of actors that participate in elaborate discussions that ultimately generate the reduction of the access cost. These changes have also been driven by a change in the users habits and traffic pattern, from a web-page only Internet to a network dominated by peer-to-peer applications.

In this complex scenario the issue this workshop would like to address is how to generate effective public policies that improve the quality of the interconnection of today’s Internet while lowering the costs for the end users. These public policies can be focussed in one particular area, but have broader impact in the local, regional and international network interconnectivity.

Previous editions of IGF Workshops have emphasize in expositions various organizations, achieving the multi-stakeholders goal but not allowing enough participation from the general audience. In this workshop would like to introduce a novel methodology. In the first 30 minutes will be allocated to two fifteen minutes presentations that will sumarize the state of the art on the interconnection world and possible areas for introducing public policies. In the second 30 minutes of the workshop, a panel of 4 people acting as commentators will introduce their perspective, comments and questions on the topics addressed in previous presentations using 5-7 minutes slots. This section will be moderated by a governmental representative in order not to loose the focus on public policies of the workshop.
Finally, there will be 30 minutes of open microphone and debate with participation from the audience, the commentators and the main speakers.

A general schedule of the workshop will include:

0-30 min
Workshop Openning: Raúl Echeberría, CEO LACNIC.
Main speaker presentation about the state of the art on the Interconnection and cost related with interconnection. Alvaro Nadal (Terremark/ NAP of the Caribbean).
Main speaker presentation about the state of the art on Public Policies towards Interconnection. Roque Gagliano (LACNIC).

30-60 min
- Panel of Commentators (4 panelists) (5-7 min per panelist):
The commentators will be representatives from different groups and viewpoints.
Moderator: Amparo Arango, Instituto Dominicano de Telecomunicaciones (INDOTEL). Government Sector.

Workshop Closure: Raúl Echeberría, CEO LACNIC.

Moderator role: The moderator will guide the workshop, timing, and promoting the participation.
