Introduction to Internet Operations

Description
This workshop is designed to provide a basic understanding of the principles of Internet addressing, both numbering and naming. It will highlight how Internet naming and numbering differs from circuit switched telephony, for those with a regulatory background in telephony.
It will provide a straightforward introduction to some of the fundamental technical concepts of Internet operations, presented by representatives of the Internet technical community. Presentations will focus on IP addressing, Internet routing and basic principles of the domain name system (DNS), and include details on the "why" as well as the "how". The workshop will conclude with a description of how traffic is routed across the Internet, including the difference between 'transit' and 'peering', and the role of Exchange Points (IXPs).
This workshop is aimed at government representatives, regulators and others involved with Internet policy work. Participants do not need to have a technical background. With a more complete understanding of the concepts examined in this workshop, participants will be better equipped to fully engage in Internet governance discussions.

Sebastian Bellagamba
Sebastian Bellagamba is the Regional Bureau Manager for Latin America, ISOC. Prior to joining ISOC, Sebastian worked in the Internet Service Providers industry, founding and running several ISPs in Argentina and also managing regional Latin America operations. At that time, he was also President of the Argentine Internet Service Providers Association (CABASE).
Sebastian also has an extensive career on international Internet-related organizations, having been a member of LACNIC’s Auditing Committee, Chairman of the Argentine Chapter of the Internet Society, and Chairman of the Argentine Chapter of the IPv6 Task Force. He is currently a member of ICANN’s Address Supporting Organization Council, and has served as the Chairman of this Council for the last two years.

Michuki Mwangi
Michuki Mwangi is the Senior Education Manager for ISOC. He joined ISOC in April 2008 as Senior Education Manager working with the Education team to promote Internet growth and sustainability in the developing world.
Michuki has long been active in the African and global Internet communities, having been centrally involved in key infrastructure developments, technical coordination activities, and policy-making forums.
Before joining ISOC, Michuki was an Internet technology consultant. He previously served as the Administrative Manager at the .KE registry (KENIC) and serves as president of the African Top Level Domain (AfTLD) Association and Chief Technology Officer (CTO) of the Kenya Internet Exchange Point (KIXP), both in a volunteer capacity. He facilitated the anycast deployment of the .com, .net, F, and J root servers in Kenya, as well as other key infrastructure deployments in Africa.
He is active in the African Network Operators Group (AfNOG), the Country Code Name Supporting Organization (ccNSO) of ICANN, AfriNIC (the Regional Internet Registry for Africa), and several other local and international technology groups. Michuki has also been involved in the Internet Governance Forum (IGF) discussions since the World Summit on the Information Society (WSIS) meeting in Tunis.
Michuki holds a diploma in computer analysis and design from Data Center College in Nairobi, Kenya. He has also received additional training in Scalable Network infrastructure and services at AfNOG. In 2006, he was selected as an ISOC Fellow to the IETF (attending the 66th IETF meeting, in Montreal, Canada).

Patrik Fältström
Patrik Fältström is currently a Consulting Engineer with Cisco Systems in the Office of the CTO. At Cisco, Mr. Fältström is involved with many things touching the domain name system. Previously, Fältström was a technical specialist in the Internet Strategies and Coordination group at Tele2, systems manager at the Royal Institute of Technology in Stockholm, researcher at Bunyip Information Systems in Montreal and a programmer in the Swedish Royal Navy. He has been working with UNIX since 1985, and been involved in Internet-related standardization since 1989, both in Sweden and worldwide. Fältström is active in the Internet Engineering Task Force (IETF), was one of two area directors of the applications area for five years, followed by being a member of the Internet Architecture Board (IAB) and advisor to the Swedish Government as a member of the IT Policy and Strategy Group 2003-2006. He is a member of ISOC Board of Trustees and a special advisor to the chair Nitin Desai of the Internet Governance Forum (IGF), and was reappointed an advisor to the Swedish Government July 2007.
Jonne Soininen
Jonne Soininen, Head of Internet Affairs, is responsible for Internet technology standardization and technical regulatory topics at Nokia Siemens Networks. He joined Nokia 1999 and joined Nokia Siemens Networks at its foundation in 2007.
In addition, Jonne has been active in the Internet Engineering Task Force (IETF) serving as the co-chair of IPv6 operations Working Group, a member of the IETF administrative Oversight Committee (IAOC), and its chairman, and recently as the co-chair of the Network-based Localized Mobility Management (netlmm) WG. He has also been an active participant in the IGF process.
Germán Valdez
Germán Valdez Avilés is the Communications Area Manager at APNIC, the Regional Internet Registry (RIR) for the Asia Pacific. He is responsible for coordinating and integrating all communications and public relations activities for APNIC. He provides strategic direction for all communications activities throughout the organization.
In the past, Germán was responsible for the coordination of development of the Domain Names Policies under the .mx Country Code Top Level Domain (ccTLD). For two years, he was an active member of the ICANN Address Council, representing the Latin American region. He was also a founding member of the ICANN Nominating Committee and the Board of Directors from the Latin American and Caribbean Internet Addresses Registry (LACNIC).
From 2003-2007, Germán was the Policy and External Relations Manager at LACNIC. In this position, Germán's responsibilities included creating and maintaining LACNIC's institutional relationships with different Internet stakeholders within the Latin America and Caribbean region, including governmental organizations, civil society, academia, cooperate organizations, and so forth, as well as representing LACNIC at different regional forums and meetings at a political and technical level.
Germán has ten years of experience in Internet coordination at an international level in the field of IP addressing and DNS services. He is committed and diplomatic, with an excellent understanding of institutional relationships and their value. He has broad experience in presenting, moderating, and participating in different international forums and meetings of a governmental, technical, and private nature.

Fahad AlShirawi
Fahad AlShirawi is the Managing Director of 2Connect. Established in 2004, 2Connect is a leading telecommunications service provider in Bahrain, offering an innovative portfolio of voice and data services that includes advanced internet and IP based solutions guaranteed by an independent state-of-the-art network, wireless technology and IT consulting support.
Mr. AlShirawi also serves as a Board Director at the Bahrain Internet Exchange (BIX), is an Organising Committee Chairman of the Middle East Network Operators Group (MENOG) and is a member of the Executive Board of the RIPE NCC, one of five Regional Internet Registries (RIRs), providing Internet resource allocations, registration services and co-ordination activities that support the operation of the Internet globally.
In 2008 Mr. AlShirawi was appointed as a Board Member representing the Kingdom of Bahrain at the Arab Regional ISPs & DSPs Association (ARISPA).
Nurani Nimpuno Outreach and Communications, Netnod / Autonomica
Netnod/Autonomica operate Internet Exchange Points (IXPs) in Sweden. Autonomica is also the operator of one of the 13 logical DNS root name servers in the world, i.root-servers.net (I-root) and a provider of DNS services, such as TLD anycast and unicast slave service. Nurani is responsible for the Outreach and communication work at Netnod, building partnerships with other Internet organisations, developing the Outreach and Education activities and working actively with various Internet Policy questions regionally and globally.
Nurani has been actively involved in the Internet community for over a decade, working in Europe as well as the Asia Pacific and frequently presenting at and participating in international conferences globally.
She previously worked as External Relations manager at APNIC, the Regional Internet Registry (RIR) for Asia Pacific, and before that as Internet Address Policy manager at the RIPE NCC, the RIR for Europe, Central Asia and the Middle East. In her work for these organisations she worked together with the regional technical communities to develop policies related to the management of Internet resources, such as IPv4 and IPv6 addresses and AS numbers. She was heavily involved with education, delivering workshops, training courses and seminars all across Europe and the Asia Pacific. Nurani was also responsible for the Outreach and External Relations programme at APNIC, working closely together with various Internet-related organisations across the region, including governments, educational, technical organisations, commercial and non-profit organisations.
Nurani is also a member of the UN Internet Governance Forum (IGF) Multistakeholder Advisory Group (MAG).
b) Describe how you will take steps to adhere to the multi-stakeholder principle, including geographical diversity.
This workshop is being organised as a joint effort between NETNOD, ISOC, NRO, MENOG (Middle East Network Operators Group), AfNOG (The African Network Operators Group), Cisco and Nokia Siemens Networks. These organisations represent a diverse range of roles in the provision of Internet infrastructure.
Speakers already committed to speak on the workshop panel are drawn from the fields of business, government, civil society and the technical community, and each will bring their different perspectives to the specific issues raised by Internet addressing. The intention with such a great diversity in speakers is to allow for a fruitful exchange of information, experience and perspectives. The speakers come from the Middle East, Europe, Africa, the Asia Pacific and the Americas, thereby also providing a range of different experiences and perspectives from different parts of the world.
c) Does the proposed workshop provide different perspectives on the issues under discussion?
This workshop is primarily educational, but within that scope it will provide a range of perspectives from different regions and stakeholder groups. The workshop will look at how the technical realities of Internet addressing affect different regional and stakeholder groups, and how the challenges of Internet addressing are being met throughout the world.
**NOTE**
We are more than willing to merge this workshop with any other educational workshop on fundamental technical Internet concepts. I have attempted to discuss a possible merger with the organiser of workshop "112. Understanding Internet Infrastructure: an Overview of Technology and Terminology", but did not be able to get a positive response in time for the deadlines set. (We are of course still open to merging our workshop with other interested partners with similar proposals, should there be any.)
However we do have confirmation from all our co-organiser and speakers and believe we have managed to achieve broad diversity in terms of organisations, speakers and perspectives represented in the workshop.
