Workshop Number: 110

Title: Applying a code of good practice on information, participation and transparency in Internet governance.

Concise Description:
During the past year, the draft code was finalised, and used to explore the degree of participation, transparency and access to information in a national policy process: the recent South African broadband policy. The goal of this workshop is to explore stakeholders' understanding of and expectations with regard to access to information, participation and transparency in Internet governance.It will provide an opportunity for participating global, regional and national Internet Governance entities to discuss their experience of exploring the practical aspects of applying a draft code of good practice to their arrangements for governance, information and participation; to hear from members of the wider internet community on their experiences and suggestions; and to discuss applications and implications.

During the workshop representatives from the drafting team as well as the implementing organizations will discuss the results of the work so far while the second half will feature a larger discussion and brainstorming session on how best to move forward with the code in particular and good practices in general.

We will also hear reports from discussion of the Code at regional IGFs.

Background

The Council of Europe, the United Nations Economic Commission for Europe (UNECE (and the Association for Progressive Communications (APC) have jointly implemented a project to assess arrangements for information and participation in internet governance and develop a draft code of good practice on information, participation and transparency in IG. The project has been conducted within the framework of the IGF, and has been developed through consultation with leading personnel from major internet governance bodies including ISOC, ICANN, NRO and W3C, and includes four sections, concerning:

Principles of internet governance
Guidelines concerning information
Guidelines concerning participation
Arrangements for monitoring and review
