Workshop Proposals 2009


Title: The Governance Issues of Country Code Top Level Domains (merged) completed

Concise Description:
The knowledge of ccTLDs in the IGF community (2006-2009) has been significantly increased compared to that of ccTLDs in the WSIS community (2003-2005).

According to 2003 World Summit on the Information Society (WSIS) Plan of Action C6. Enabling Environment 13. c) Governments are invited to:
ii) manage or supervise, as appropriate, their respective country code top-level domain name (ccTLD);
iii) promote awareness of the Internet.

According to 2005 World Summit on the Information Society (WSIS) Tunis Agenda for the Information Society
63. Countries should not be involved in decisions regarding another country’s country-code Top-Level Domain (ccTLD). Their legitimate interests, as expressed and defined by each country, in diverse ways, regarding decisions affecting their ccTLDs, need to be respected, upheld and addressed via a flexible and improved framework and mechanisms.
64. We recognize the need for further development of, and strengthened cooperation among, stakeholders for public policies for generic Top-Level Domain names (gTLDs).

As of 2009, governance of ccTLD resources on the Internet faces critical public policy issues for discussion among policymakers. The IGF Global Internet Community, however, still has difficulty from addressing such challenges with the previous WSIS Action Plans and Tunis Agenda.

To reflect such gap between the WSIS community and IGF community, ccTLD Governance Workshop in Sharm El Shiek plans to draw the IGF Global Internet Community’s attention to the following dimensions of ccTLD public policies; (1) Identity of ccTLDs (2) Global Policies of ccTLDs (3) Global Coordination issues of ccTLDs.

With a view to raising awareness of the IGF Global Internet Community on the broad public policy issues of ccTLDs, workshop aims at providing a platform to have substantial discussion among the stakeholders of IGF Global Internet Community in Sharm El Shiek.
