Dear Colleagues, Further to the request for views on which public policy issues the first meeting of the IGF should address, the following are the three priority issues which the Kingdom of Saudi Arabia (KSA) would like the IGF to consider. We would in this context also like to emphasize our view that the international internet public policy setting is a matter that should be handled by the multilateral process for enhanced cooperation referred to in clause 71 of the WSIS Tunis Agenda for the Information Society. The results of IGF discussions on such public policy issues should be forwarded to the enhanced cooperation process for review, formal adoption and operationalization. It is therefore essential that this enhanced cooperation process be implemented in parallel with creation of the IGF. 1. Multilingualism Multilingualism is critical to increasing access to and use of the Internet. This includes multilingual domain names, e-mail addresses and keyword lookup as well as multilingual content. 2. Management of Internet resources The management of Internet resources is a critical element of international public policy. All governments should have an equal role and responsibility for related decision making and oversight. The following are key issues that need to be addressed: - Management of the Root Zone file must be organized in a way that will ensure the continuity of service to all countries. - The policies and procedures for the management and further development of the domain name space need to be reviewed so as to ensure equitable distribution of resources, access for all and multilingualism. - The historical imbalance in the distribution of IPv4 addresses must be addressed. There is also a need to ensure equitable access to IPv6 resources. 3. Internet stability, security and Spam The stability and security of the Internet infrastructure services and applications is critical. Mechanisms are needed to ensure that transactions can be performed over the Internet in a secure manner. Arrangements are also needed on a global basis to address spam in an effective manner. or enable national anti-spam laws to be effective.
