Economic and social inclusion and sustainable development: What is the relationship between digital policy and development and the established international frameworks for social and economic inclusion set out in the Sustainable Development Goals and the Universal Declaration of Human Rights, and in treaties such as the International Covenant on Economic, Social and Cultural Rights, the Conventions on the Elimination of Discrimination against Women, on the Rights of the Child, and on the Rights of Persons with Disabilities? How do policy makers and other stakeholders effectively connect these global instruments and interpretations to national contexts?
The challenge our proposal aims to address is understanding ways to empower women through using technologies. This challenge is perpetuated by our lack of understanding of how benefits of using technologies arise. therefore, to address this challenge, our proposal is to discuss the following key questions:
What are the precise pathways through which benefits of connectivity arise?
To what extent do men vs. women and rural vs. urban residents experience different benefits from Internet connectivity
answers to these questions will be important in informing policies geared towards addressing issues which lessen the beneficial impact of connectivity.

Targets: Our proposal addresses the precise way that Internet adoption promotes socioeconomic wellbeing in developing countries placing a particular emphasis on gender.

In recent years, policymakers have come to recognize that Internet adoption can improve individuals’ socioeconomic wellbeing in low- and middle-income countries. The COVID-19 pandemic has made the critical role that the Internet can play in enabling people to continue to engage in life activities under the most difficult of circumstances even clearer. Although the general benefits of connectivity have become increasingly apparent, relatively little is known about the precise pathways through which those benefits arise, whether through better economic opportunities, access to health care, access to education, or some other mechanism. In addition, the extent to which men vs. women and rural vs. urban residents experience different benefits from Internet connectivity remains poorly understood.
This panel will explore insights from new studies on the precise way that Internet adoption promotes socioeconomic wellbeing in developing countries. The discussion will place a particular emphasis on gender-based differences and other demographic factors that can lessen the beneficial impact of connectivity.
Through this discussion, the panel contributes to IGF’s 2021 main focus area of economic and social inclusion.
The discussions from the session will contribute to ongoing publications on Internet Adoption and Socioeconomic Wellbeing
Further, discussion will also stimulate collaborative research between stakeholders to address key issues raised during the session
we envision developing inter-institutional collaboration on identifying strategies to improve realization of connectivity benefits
