45. Opening to diversity and competition the DNS system
Provide a concise formulation for the proposed workshop theme including its importance and relevance to the IGF.

Main workshop proposal ( relevant themes : Critical Internet resources and Multilingualization )

Opening to dversity and competition the name-addressing system.

Day 1 - 3 December 2008 Room 1 15H30 - 17H30

This workshop is going to present and discuss alternative ( ie not managed by ICANN ) naming and addressing systems.

1) The Handle system, (a general purpose distributed information system that provides efficient, extensible, and secure HDL identifier and resolution services for use on networks such as the Internet. It includes an open set of protocols, a namespace, and a reference implementation of the protocols. The original version of the Handle System technology was developed with support from DARPA.)

and its current applications such as the The Digital Object Identifier System managed and developed by the International DOI Foundation, and CrossRef:

2) Net4D , ( presented at the Thirteenth Meeting of the Telecommunication Development Advisory Group (TDAG) ( 06 - 08 February 2008, ITU, Geneva ). relies on different classes available in accoridance with RFC 2929 and ICANN recommended approach ( May 2001 ) and proposes an UTF-8 homogenous system.
The inadequacy of the current DNS to fully support linguistic diversity stems form the fact that, in order to send mail to the procedure is undluly complicated becausei the recipient name is coded with UTF-8 et the domain name with the Puny Code

For the panel discussants, an effort is being made to include stakeholders taking into account gender balance and geographical diversity.

By design, the goal of the worshop is to offer different perspectives on the Name Adressing system.

Please explain how the workshop will address issues relating to Internet governance and describe how the workshop conforms with the Tunis Agenda in terms of substance and the mandate of the IGF.
