64. Best Practice session of Turkey: “A Nation Transforming to Information Society"
Provide a concise formulation for the proposed workshop theme including its importance and relevance to the IGF.
Telecommunications Authority of Turkey suggests to hold an IGF Best Practise Forum in order to share experience and knowledge with other IGF participants. During the Forum,
  • Public – Private Partnership and the role of business and civil society in transformation process will be discussed within the framework of “e – Transformation Turkey Project”, “Information Society Strategy and Action Plan” and “Internet Board”
  • Cyber security issue will be elaborated within the scope of internet banking applications and use of e – signature and m – signature at these applications
  • The role of Universal Service Fund in increasing access by covering schools, barracks will be touched upon.
  • Key e – government applications will be presented.

Speakers are drawn from government, private sector, civil society and technical community.
  • Mr. Turker GULUM is a member of Administrative Board of Informatics Associations of Turkey that is the oldest ICT association which intends to embrace all information systems professionals as well as those other professionals who benefit from and associate themselves with information systems in any manner when performing their respective professions.
  • Mr. Deniz TUNCALP is the Manager of the Mobil Signature Department of the Turkcell Communication Services PLC, the leading GSM operators of Turkey.
  • Mr. Ahmed Ramazan ALTINOK is the Chairman of the e-Government Advisory Group of the Turkish Prime Ministry and
  • Mrs. Ozlem ASIK is an expert working in the Information Society Department of the State Planning Organization.
Provide the name of the organizer(s) of the workshop and their affiliation to various stakeholder groups. Describe how you will take steps to adhere to the multi-stakeholder principle, including geographical diversity.
Telecommunications Authority, the regulatory body in the fields of telecommunications, is the leading organizer of the Forum. The co-organizers – from business, government and civil society – are from different stakeholder backgrounds. The Forum is considered as an opportunity to engage with different stakeholders from various countries to compare and contrast approaches and experiences.
Does the proposed workshop provide different perspectives on the issues under discussion?
It is believed that speakers who have various educational background and work experiences and represent different stakeholders will provide different perspectives on the issues under discussion.
Please explain how the workshop will address issues relating to Internet governance and describe how the workshop conforms with the Tunis Agenda in terms of substance and the mandate of the IGF.
This Forum conforms with the following IGF themes:

It also conforms with the following goals of the IGF mandate:
  • Facilitate the exchange of information and best practices, and in this regard make full use of the expertise of the academic, scientifi c and technical communities.
  • Strengthen and enhance the engagement of stakeholders in existing and / or future Internet governance mechanisms, particularly those from developing countries.
  • Help to fi nd solutions to the issues arising from the use and misuse of the Internet, of particular concern to everyday users.
