Dimensions of Internet Security
Provide a concise formulation for the proposed workshop theme including its importance and relevance to the IGF.

IMPORTANT NOTE : This proposal is only a suggestion for a main workshop theme, not a formal proposal for organizing it. It will be submitted to participants at the May IGF consultations to evaluate the level of interest.

The purpose of such a workshop would be to elaborate a clearer mapping of the different clusters of issues regarding security of the Internet and on the Internet. It would for instance distinguish beween different categories of threats (to the infrastructure itself, to opearators and to users) or different types of illegitimate behaviours or attacks. It would also help identify the existing actors addressing these issues without at that stage trying to address the solutions. It would also review in a holistic manner the various cooperations, tools and instruments envisaged or already developed to tackle these problems.


Provide the names and affiliations of the panellists you are planning to invite. Describe the main actors in the field and whether you have you approached them about their willingness to participate in proposed workshop.

Some of the actors in the domain include, among others : the ITU (because of its role in facilitating the Geneva Action line C5), Interpol, the Council of Europe, the European Network and Information Security Agency (ENISA), defense specialists, specialized academics, and companies involved in this sector.

Great care should be taken in composing a panel that is not limited to law enforcement specialists but involves also civil society organizations and business.

No specific approach towards specific actors has been undertaken at that stage. The purpose of this placeholder is to suggest a "main workshop" that the Secretariat could invite interested actors to organize together. 

Provide the name of the organizer(s) of the workshop and their affiliation to various stakeholder groups. Describe how you will take steps to adhere to the multi-stakeholder principle, including geographical diversity.
To be determined after consultations. But the responsibility should be given to a diverse set of actors to guarantee that the diversity of viewpoints is resepected.
Does the proposed workshop provide different perspectives on the issues under discussion?
The very puprpose of the workshop is to map the different dimensions of the issue and the different viewpoints that various categories of actors have on each theme.
Please explain how the workshop will address issues relating to Internet governance and describe how the workshop conforms with the Tunis Agenda in terms of substance and the mandate of the IGF.

Such a workshop would clearly contribute to the responsibility of the IGF in terms of capacity building, by clarifying the complete picture for a broad range of actors, raising awareness among developing countries representatives and presenting work already under way in several organizations.
