7. Description of workshop

There is an ongoing debate about the answerability of IG organizations and the various stakeholder groups involved,to the broader community and how to build that in practice.Continuing a previous IGF discussion regarding civil society participation in policy-making, this workshop will focus on civil society’s transparency, openness and answerability. The goals are to evaluate the current situation in different areas associated to IG including trade and cybersecurity, highlighting existing efforts to build frameworks and/or principles such as ICANN reform or Brussels Declaration and outline set of principles .

The roundtable focuses more on global organizations or processes in order to build practices that can be applied or adapted to other areas, also adjusted to national levels.

To steer an interactive discussion leading to actions-oriented outcomes the question below will be addressed:
1- How international organizations build their “constitution”, structure and processes to respond to expectations such as transparency, openness,diversity, inclusion, legitimacy, representation and accountability
2- How stakeholders in particular civil society strategize their participation ? what are they using as mechanisms and approaches to justify their actions and maintain transparency?
3- What is the influence of processes and restructuring within the organizations and stakeholders in term of agenda-setting, issues framing and yielding outcomes?
4- Can we envision a set of principles, best practices, mechanism or even process template that can be shared between all IG organizations and processes?

11. Description of the plan to facilitate discussion amongst speakers, audience members and remote participants

The choice of layout should be u-shape to make the speakers, who are going to play more the role of discussants than presenters,closer to participants. The number of discussants will be limited to ensure enough allocated time for discussion.
In order to keep the discussion fluid, no powerpoint or presentation will be allowed, except one slide with the session questions. The moderator will set the goals of the workshop during his introduction and list the question to be answered.
Discussants will try to respond to one or more questions asked by the moderator. The discussants will be encouraged to intervene after their peers response.
For better time management, discussants interventions will be limited to 3 minutes and after 2 or 3 interventions, participants would be allowed to ask questions. For more effectiveness, comments would be allowed after all discussants finish their introductions. The alternance between discussants and participants may lead to exploring different issues and making some proposals

This workshop will not be a talk shop, it will provide concrete outcomes which stakeholders can improve upon and apply in processes. To provide the outcomes the rapporteur will list at the end point the main points raised and suggest at the wrap-up a way to go forward.

Tatiana Tropina, active participant and expert on cybersecurity from academia, to talk about cybersecurity spaces and fora and how stakeholders participating there in comparison to IG spaces
Sana Ali, representing youth perspective participating in IG space and her perspective about the challenges as a newcomer (contacted)
Burcu Kilic, as an expert involved in trade processes to compare those more multilateral processes to other IG ones and what approaches followed by stakeholder there.
Matthew Shears, to talk about initiative like Freedom Online Coalition led by government building processes and principles balancing between IG and Cybersecurity discussions.
David Snead, to talk about the experience of internet infrastructure industry and newly stakeholder joining IG space .
Andres Piazza, to talk about the experience of technical community in particular from adeveloping region

Pre-IGF:
* Sharing some background material such as academic papers to introduce people to the issue to be discussed.
* setting promotion strategy of the workshop in social media and relevant networks
* encouraging people to use the IGF and workshop hashtag to ask questions

During the session
* Doing live-blogging and tweeting to reach beyond those participating via webex . Collecting the questions asked in twitter, with those made in webex chat.
* Remote participants would be allocated extra time, taking in consideration technical issues. Ensuring balance when possible between in situ and online participants. Remote moderator will be encouraged to intervene actively during the discussion to summarize the “feeling” in the chat and foster interaction there.
