Description

The purpose of the workshop is to analyze different "recipes" of national and regional IGF initiatives, to work-out some practical recommendations regarding minimal set-up of ingredients, process of cooking, spices and so on.

We expect to receive full spectrum of varieties of classical recipes and, indeed, to enrich the experience with different varieties of best-practice from different countries and regions.

Another objective of the workshop is to find the way for improving IGF process in a whole, to create stable and effective structure of vertical and horizontal hierarchy between IGFs of different levels, to enhance synergy and cooperation between them.

Description of the plan to facilitate discussion amongst speakers, audience members and remote participants

To facilitate and encourage discussion we propose to organize 5-6 teams of regional/national IGF initiatives (at least one from each continent + Youth IGF) and to propose them to fill in the questionnaire of their initiatives, featuring the most important specialties, achievements and problems. All participants should provide answers to the questions (attached). Representatives on each team will be sitting on separate table (5-6 tables).

Based on answers to the questionnaire Moderators prepare presentation.

After the presentation MasterChef will analyze all these "recipes" and provide his/her comments and recommendations - what can be taken from each initiative by others, what can be done to improve this initiative. Teams discuss these recommendations and “cook” new IGF, based on given recommendations - particular steps how to implement these ideas and after collective work will again present their road-map for the next steps. Moderators and SousChefs facilitate discussions at the tables. Each team then represents the results of the team work. MasterChef, SousChefs and audience evaluate their work, discuss them and elaborate some general recommendations.

Description of the proposer's plans for remote participation

We plan to reach out ICANN Fellowship Alumni, participants of national IGFs, ISOC Chapters and encourage them for remote participation.
Besides, we plan to set up remote hubs in participant countries where every interested attendant can take part in discussion and contribute to work out recommendations.

The purpose of this workshop was to analyse the place of national and regional (N/R) IGF initiatives in the overall idea of IGF from the very beginning, to discuss their role now, to provide some general ingredients and recommendations for existing and future N/R IGF initiatives.

The workshop was designed to have teams grouped by geographic regions. During the break-out part of 15 minutes the teams were asked to discuss what is specific, unique to their N/R initiatives, what are the challenges and what are the linkages with other N/R and global IGF.

Please describe the discussions that took place during the workshop session (3 paragraphs):

North America team (Mark Bruel as a team leader) reported that the specifics for their region were the high concentration of decision-makers in IG sphere creating danger of capital-based IGF instead of national-based IGF. As challenge it was mentioned non-existence of regional IGF due to the danger of dominance participation from one country. In addition, they mentioned that it is necessary to ensure gender balance and youth participation.

South America team (Olga Cavalli as a team leader) reported that the specifics for them was that regional initiative is led by civil society and tech community, but open to all stakeholders with an institutionalization growing to strengthen multistakeholder approach. One of the main challenges is to reach balanced representation vs geographic coverage as well as financial resources and country size. A solution could be to organize the IGF in several cities every year, and to use the possibility of remote hubs and lectures at universities.

Europe team (Sandra Hoferichter as a team leader) mentioned that each initiative has to be interesting and educational on a national level to be able to bring a big number of stakeholders together, bigger than those who attend the global IGF. It is a necessity to start with a white paper but to remain flexible. As challenges it was mentioned raising awareness, selling IG differently as the term "Internet governance" does not reach all and is necessary to break it down to have regional/national relevance. Topics should have a clear flow up/down to the global IGF and to know the IGF main theme earlier would be more effective.

Africa team (Tijani Ben Jemaa as a team leader) reported that the specifics of the region was to organize Summer school on IG before the regional IGF. Challenges include cultural differences related to the acceptance of the multistakeholder model, as well as a lack of financial and human resources.

Asia Pacific team (Edmon Chung as a team leader) highlighted that the specifics were policy ping-pong session on emerging issues and creation of Synthesis document summarizing local IGF developments as well as integration of Youth IGF. Challenges mainly relate to the diversity and vastness of the region, engendering high travel costs; cultural variety and language barriers. Remote participation is another challenge due to time zone difference in the region.

Lianna Galstyan, organizer of the workshop, introduced to participants a presentation of national and regional IGF initiatives from all geographic regions (2 national and 1 regional IGF initiative from each geographic region) highlighting the main ingredients, spices, desserts, positive feature, perspectives, and challenges of those IGF initiatives with an attempt to establish clear linkages with the global IGF, government support mechanisms (in kind – venue and connectivity, speakers, or part of a government committee hearings) and how the multistakeholder approach is displayed.

Please describe any participant suggestions regarding the way forward/ potential next steps/ key takeaways (3 paragraphs):

1. There is no 'one size fits all' format for the N/R IGF initiatives, but all of them are required to be open, inclusive and multi-stakeholder. Everybody can initiate any process (e.g. Dynamic Coalition) to work-out recommendations and standards for N/R IGFs.

2. Having expertise and resources some local IGFs can start to play a mentoring role for newer IGFs in the developing world. Besides, it might be effective for Secretariats of different IGFs to meet intersessionally and share innovations and best practices.

3. Each region experiences specific challenges and has it unique features, although some of the challenges and practices are globally shared. Closer linkages between the local initiatives as well as between these initiatives and the global IGF should be created in order to share resources and best practices and to improve the information flow.
