We will have three subject-matter experts. Laura Okkonen from Nokia, one of the leading companies in the development of 5G technologies. Amie Stepanovich from AccessNow is an expert in human rights and tech policy. Sarjveet Singh is a legal academic who head the Centre for Communications Governance at the National Law University Delhi, who can serve as a legal subject matter expert. Judith Lichtenberg is a former telecommunications company executive and the current Executive Director of the Global Network Initiative, who can speak to GNI's members interests in and GNI's policy work in this space.
Three of the SMEs are women, one is a man. One is from USA, two are from Europe (Netherlands, Finland), and one is from Asia (India). One represents an ICT company (Nokia), one represents civil society (AccessNow), one is an academic (NLUD), and one represents a multistakeholder organization (GNI).
5G technology, as well as related interoperability, government access, and security standards are all in the process of development across various geographies, companies, and standard-setting bodies. This roundtable will help educate participants about the ways in which 5G will alter user experiences online, company and government data collection opportunities, device tracking, and other aspects of the Internet, as well as current opportunities to participate in processes underway to standardize and regulate this emerging technology.
The SMEs will coordinate in advance of the roundtable to identify guiding questions and a few "moderator's privilege" questions. The onsite moderator will open the roundtable by briefly explaining the topic, stating several guiding questions for the session, identifying the SMEs in the room, and inviting in person and online attendees to identify themselves. Laura Okkonen will then give a brief, lay-persons overview of the state of 5G technology and standards development. The floor will then open for attendee questions and comments. If at any point there are no more attendee questions or comments, the onsite moderator will use the pre-drafted "moderator's privilege" questions to further guide the discussion.
5G telecommunications technology will change the landscape around user privacy and expression. This roundtable will identify and examine those changes and foster understanding and discussion of relevant issues that should be addressed in related standards development processes, company policies, and government regulations.
We will maintain an open online session and online attendees will be able to participate just as in-person attendees. The trained online moderator will track online participation actively in order to identify if/when online attendees wish to make interventions, either orally or in writing, at which point she will indicate this to the onsite moderator. The onsite moderator will also periodically open the floor to online participant questions and comments throughout.
