The event will bring together international experts to discuss some of the submissions for the Special Issue of the Computer Law & Security Review dedicated to Platform Values: Conflicting Rights, Artificial Intelligence and Tax Avoidance, celebrating the fifth anniversary of the UN Internet Governance Forum Dynamic Coalition on Platform Responsibility.

DC on Net Neutrality (DCNN) at RightsCon

Members of the IGF Coalition on Net Neutrality will gather at meeting at the meeting pod 3, on Thursday 13, from 15.15 to 16.15

In previous discussions onlist and off list, two proposals emerged as most interesting net neutrality issues to be raised at the RightsCon meetingin preparation to the IGF in Berlin:

•    So-called “network slicing” and the compatibility of 5G and the Internet of Things (IoT) with NN frameworks

•    The impact of zero rating of dominant social media on quality journalism and on elections

 

Over the past years, DCNN members have produced substantial works and research on these issues, which have recently gained incredible prominence with regard to both political and developmental agendas (specially with regard to geaopolitical impact of 5G networks). While 5G and the IoT are supposed to bring incredible changes to the way connectivity is provided and utilised, zero rating practices – with particular regard to the sponsoring of social media – are already determining an incredible impact on democracies around the world.

To organise work and discussions leading to the IGF in Berlin, the proposal is to use our RightsCon session to map and reflect on the works developed by DCNN members on these issues over the past year (including the DCNN 2018 outcome, the Zero Rating Map  www.zerorating.info ) and organise an effective DCNN session 2019 dedicated to the consequences of technological and commercial developments are deploying and will deploy on Internet users’ capability to freely access and share innovation and information online.

An important issue to be discussed is the  definition of the IGF session agenda which may be the following:

•    Introduction and presentation of DCNN and its work

•    Presentations and debate on 5G and IoT

•    Presentations and debate on zero rating

•    Discussion of next steps and priorities for DCNN

DC on Community Connectivity (DC3) at RightsCon

DC on Platform Responsibility (DCPR) at RightsCon

Members of the IGF Coalition on Platform Responsibility will gather at meeting pod 3, on THURSDAY 12 2019, from 16.30 to 17.30, to discuss how to organise the work for the coalition and our IGF 2019 session. It is an excellent idea to use the meeting to organise further interactions and cooperation with new stakeholders.

As discussed onlist, the IGF session will include presentations based on the papers featured in the special issue of the Computer Law & Security Review, celebrating five years of activities of the Coalition on Platform Responsibility and dedicated to Platform Values: Conflicting Rights, Artificial Intelligence and Tax Avoidance. The special issue, which is the 2019 official outcome of the coalition, will include also the finalised Best Practices on Platforms' Implementation on the Right to Effective Remedy, elaborated by the coalition between May 2018 and March 2019  https://www.intgovforum.org/filedepot_download/4905/1550

Dynamic Coalition on Domain Name System Issues (DC-DNSI) Session at South Eastern Dialogue on Internet Governance 5th Meeting (SEEDIG 5)

 

Multilingual Internet: local scripts by default

Co-organised with the Internet Governance Forum Dynamic Coalition on DNS Issues, this dialogue will bring together government representatives and country code top-level domain (ccTLD) operators, to discuss ways and means to advance multilingualism on the Internet in SEE. Given the diversity of languages and scripts in the region, Internet multilingualism is a topic that deserves more attention, as policies and initiatives in this area could significantly contribute to a more inclusive Internet. The session will feature discussions on the state of play of Internationalised Domain Names (IDNs) and Universal Acceptance (UA) readiness in the region. Universal Acceptance is the concept that all domain names and e-mail addresses should be recognised by Internet applications and systems. Governments in the SEE+ region can play a leading role in helping to raise the number of IDN domain names and to ensure that IDN-based e-mail addresses are more widely used, through, for example, ensuring that they are recognised by government services. Operators of ccTLDs can share experiences and showcase their success stories in devising and implementing IDN and broader multilingualism policies. Join us for this roundtable, to exchange information with counterpart officials, and to hear from subject matter experts on how to advance multilingualism and UA-readiness at a national and regional level.

DC on Internet of Things (DC-IoT) Open Session at EuroDIG

 

Open session of the IGF Dynamic Coalition on the Internet of Things 

IoT is inevitable, and next to offering new business opportunities, it is also a key component to enable dealing effectively with a number of key societal challenges. Yet it comes with challenges, too – ranging from safety, to security and privacy issues.

Aim of the session is to:

  1. Further strengthen the “security” paragraphs in the IoT Global Good Practice paper as currently exists. All input on that is welcome;
  2. Explore a way forward to set the Principles developed by DC IoT as a basis for other sectoral and geographic good practice frameworks.

DC on Community Connectivity (DC3) Meeting at RightsCon

DC3 RightsCon Meeting Report

Below a brief recap of the ideas that emerged from the discussion.

General considerations:

First, it would be interesting to dedicate the 2018 DC3 outcome to a compilation of existing toolkits (e.g. Mazi toolkit), instructions (e.g. Commotion), technologies (Libre Router), etc. that allow people to concretely build community networks, rather than elaborating another book.

Second, it would be good to dedicate part of the DC3 session to "let the unconnected speak for themselves" i.e. bringing into the debate people that are currently attempting to build CNs, to let them share the difficulties they are facing and discuss with DC3 members how to solve them. Nico Pace and Leandro pointed out that there are a lot of communities that are attempting to build CNs that would be willing to share their experience.

Third, it would be very interesting to dedicate part of the session to discussing partnerships with stakeholders with whom we can establish unexplored cooperation. IFLA (Donna was present at the meeting) was an obvious example but many others can be added to the list (e.g. community radio, etc).

Lastly, (this point partly overlap with the previous one) it would be very interesting to bring into the discussion and establish cooperation with developers of technologies that can be complementary to the development of CN e.g. blockchain project (e.g. delife.io which was presented by Jan who participated to the meeting), IoT solutions developers, etc.

Important question:

Which format could be the best suited for a compilation of toolkits, etc? A specific website? A webpage of the DC3 site? Something else?

Specific considerations:

It would be very challenging to discuss all the points mentioned above during the DC3 session (even if the 90 minutes slot has been reinstated, after many participants complained about last year 60 min slot). Therefore, it would be advisable to put forward a workshop proposal, besides the DC3 session.

The session DC3 could have a structure along these lines

  • presentation of (at least some of) the initiatives featured in the compilation/catalogue of toolkits (40 min)
  • discussion with people in their early phase of CN development to understand the challenges they are facing (30 min)
  • discussion with potential partners (20 min

The discussion/presentation of technologies and initiatives that can complement CN development is so broad that could be the object of a specific session.

Stavroula and Harris, from Mazi, kindly volunteered to take the lead to develop the workshop proposal (deadline 27 May) for a collaborative workshop where such initiatives/technologies can be presented.

Several themes emerged as particularly relevant for this year DCNN session at IGF (that according to latest news should be in Paris) and for the work that will precede the session  

The theme we identified as important are

  1. Analysis/presentation of technical tools allowing to monitoring discriminatory traffic management 
  2. Zero rating map and zero rating emerging issues (particularly intersection with the fake news and data protection debates) 
  3. Compatibility of 5G networks and NN provisions
  4. Research on the (positive/negative) impact of NN frameworks on infrastructure investments

No more than 2 or max 3 issues can be explored in a 90 minutes session without sacrificing debate. Therefore, we decided to put forward a workshop proposal on NN and network investments, perhaps including the (at least part of the) 5G debate.

Maryant, from EDRi volunteered for organising the elaboration of the workshop proposal.

DC on Platform Responsibility (DCPR) Meeting at RightsCon

DCPR RightsCon Meeting Report

Below some considerations for DCPR members and IGF community members on the outcomes of the DCPR meeting, held at RightsCon 2018, on Thursday 17, from 10:30 to 11:30.

In March we issued a call for participation in a DCPR Working Group* dedicated to the analysis of alternative dispute resolution mechanisms provided by platforms. As part of the WG process, we decided to review the existing mechanisms of dispute resolution of a selection of platforms, scrutinising due process requirements, and to identify good practices. 

We  accordingly defined a timeline for inputs by WG members on different steps. The first step concerns the request for feedback on the proposed template that will be used for review of existing dispute resolution mechanisms, and the selection of 2 to 3 platforms for review by each member of the WG.*

At RightsCon there was agreement to open the DRAFT template to feedback from all DCPR members, besides the existing WG members, who are welcome to provide comments for the next 2 weeks (until 7 June) using the following doc https://docs.google.com/document/d/1T-bMKnFBtsDQ_AycHjI-dlzwpAletMBWJilWRyD-4lM/edit

Moreover, it was noted that many people may have not checked the original call for WG participation (or simply forgotten to follow-up) and therefore it would be good to keep the WG open to further interested individuals who might have missed the previous call. If you want to join the WG, please contact us by 7 June and we’ll be happy to include you in the WG.

Lastly, it was noted that the DCPR IGF-session could be dedicated to the discussion of the DRAFT good practices on ADR mechanisms as well as the presentation of initiatives that might be plugged into the DCPR work-stream or that could benefit from collaboration with DCPR members (e.g. Nic Suzor's project on content moderation; Ranking Digital Rights' upcoming report, Global Partners Digital's proposal for Platform Content regulation, etc.).

If you have any suggestion in that regard, please do not hesitate to share them on the list. In this regard, several participants to our discussion stressed that the DCPR list is a valuable resource that is currently underexploited and we should start using it more frequently to share info and to facilitate cooperation.
