IGF 2020 Pre-Event #62 Digital Sovereignty for States, Nations or Users? An insight on the Polish Charter of Digital Sovereignty

The idea for this session comes from many discussions held in the informal coalition of experts and both public and non-governmental organizations working on and advising the Polish Charter of Digital Sovereignty (www.cyfrowasuwerennosc.pl). The discussions show that the phrase itself, even though used by both conservative Polish PM Morawiecki, left-wing Spanish PM Sanchez, German Chancellor Merkel and other notable politicians, actually means very different things when it comes to boiling the intentions to policy recommendations. Is digital sovereignty an empowerment of nation-states, or supranational bodies like EU or UN? Or is it for users or citizens themselves, advocating their digital rights? Is digital sovereignty about having rights or active demands on behalf of the public interest? This questions will be addressed, summing up the works of the coalition that have begun just now and will be continued for the coming months.
