I.‎ Background
‎The second phase of the World Summit on the Information Society (WSIS) held in Tunis on ‎‎16 – 18 November 2005, requested the Secretary-General, amongst other, to convene “a ‎new forum for multi-stakeholder policy dialogue – the Internet Governance Forum (IGF)’’. ‎The Internet Governance Forum Secretariat is based in the United Nations Office at ‎Geneva (UNOG). The mandate of the IGF, set out in Paragraph 72 of the Tunis Agenda for ‎the Information Society is to discuss the main public policy issues related to Internet ‎governance in order to foster the sustainability, robustness, security, stability and ‎development of the Internet. ‎

A report produced by the UN General Assembly Economic and Social Council (ECOSOC) ‎Working Group on Improvements to the IGF called for the development of more tangible ‎outputs to ‘enhance the impact of the IGF on global Internet governance and policy’. To ‎enrich the potential for IGF outputs, the IGF Multistakeholder Advisory Group (MAG) ‎developed an intersessional programme intended to complement other IGF activities. The ‎outputs from IGF intersessional activities are intended to become robust resources, to serve ‎as inputs into other pertinent forums, and to evolve and grow over time.  ‎

The intersessional work streams offer substantive ways for the IGF ‎community to produce more concrete outcomes and inform policy discussions. Given the significant attention the topics of environmental sustainability received during the IGF 2020, the IGF 2021 will focus on helping to shed more light on the interplay between environment and digitalisation processes and place this topic higher on the Internet governance global agenda, thus contributing to the overall goal of protecting the environment and planetary health. In order to achieve this, a dedicated intersessional work stream will be developed under the name: (Policy Network on Environment and Digitalisation (PNE)).

 

II.‎ Work Assignment
Under the supervision of the IGF Programme and Technology Manager of the IGF ‎Secretariat, the Consultant will be responsible for carrying out tasks related to the implementation of the intersessional work projects called the Policy Network on Environment and Digitalisation (PNE). The consultant will be responsible for contributing to building a critical network of expert stakeholders to guide the work, global outreach and stakeholder engagement, hosting ‎and reporting on PNE consultative work meetings, synthesis and drafting of PNE outputs and supporting presentation of the PNE work at the  dedicated sessions at the 16th Annual Meeting of the ‎Internet Governance Forum and other meetings of relevance as per the supervisor’s instruction.‎

III.‎ Duration of Contract ‎
The proposed contract will be for a period of fifty (50) working days within the ‎period of 1 March – 20 December 2021. ‎

IV.‎ Duty Station ‎
There is no specific duty station for this post. The consultant is not required to work on UN ‎premises but must be available for supervisory and review meetings/teleconferences. ‎

V.‎ Travel
The Consultant may be required to travel to attend:‎

  • The second face-to-face Open Consultations and MAG meeting (21-23 June 2021).‎
  • The 16th Annual Meeting of the Internet Governance Forum (6-10 December 2021).‎
  • Other Internet governance related events, as a representative of the PNE’s work. 

‎‎In this case, air travel and daily subsistence allowance, at the rates established by UN rules ‎and regulations, shall be provided to the consultant.‎

VI.‎ Activities, Expected Outputs, and Delivery Dates:  ‎
1.‎ Work closely with the IGF Secretariat, PNE working group and MAG-appointed facilitators(s) for the PNE, ‎over the course of the contract to ensure that the overall timeline, convening work and preparation of ‎outputs are consistent with the work done by the IGF multistakeholder intersessional ‎teams, including the IGF Multistakeholder Advisory Group (MAG) work. ‎(3 days) - Due date: ongoing.

2. Suggest and advice the PNE modalities and concrete actions to effectively respond ‎to:‎

a) The recommendations of the UN Secretary-General (in his statement at ‎IGF2018/19): ‎

  • extend from multistakeholder to multidisciplinary; ‎
  • create share language and references; ‎
  • include and amplify the weak and the missing voices‎

b)‎ The Secretary-General priorities “to strengthen the Internet Governance Forum to ‎serve as a central gathering point to discuss and propose effective digital policies” ‎‎(remarks to UN GA 22 January 2020).

c) The United Nations Secretary-General’s Roadmap for Digital Cooperation that envisages a strengthened IGF and stresses the importance of environmental issues (Roadmap, para. 10 and 93. (e)). ‎(2 days) – Due date: ongoing.‎

3. Monitor and manage the discussion lists and carry out bimonthly meetings using Zoom or other ‎methods setup for the assigned PNEs and document the process (e.g. by compiling ‎meeting summaries), feeding into the PNE output document and the substantive sessions ‎at the 16th IGF. Develop strategy for an extensive outreach on promoting the PNE and engaging stakeholders.  (5 days) - Due date: ongoing.

4. Gather information on the subject matter, such as existing best practices and analytical work, in consultation with the MAG appointed ‎facilitator(s), the working group and the IGF Secretariat in line with the discussed methodologies. Have these continuously presented in a draft output document on the IGF website ‎‎(4 days) - Due date: ongoing‎.

5. Prepare the substantive output reports (minimum of 40 pages ‎‎(annexes not included) in 12 points single space, using preferably the font, “Times New ‎Roman”) for the PNE, based on the inputs and the work produced by the PNE working group, other identified stakeholder groups, complemented with ‎independent research. ‎‎(8 days) - Due date: 1 September 2021.‎

6.‎ Invite and engage the wider community in their individuals and institutional capacity, including the embers of the Multistakeholder Advisory Group (MAG) to comment on the draft output reports and incorporate comments into a ‎revised paper. ‎(3 days) - Due date, 10 September 2021.‎

7.‎ Prepare summaries, introductions and background materials on PNE that can be used to brief the ‎press and experts on subject matter and reach out to the wider community ahead of the ‎PNE sessions at the annual meeting, as well as summaries of achievements for subject ‎experts after the meeting. This also includes populating the dedicated PNE section on ‎the IGF website and online meeting schedule, as well as advising on social media outreach. ‎‎(8 days) - Due date: ongoing.

8.‎ Assist in the preparation of the proposal for the IGF 2022 work plan on the PNE follow-ups (minimum 5 pages in 12 points single space, using preferably the font, ‎‎“Times New Roman”). (4 days) – Due date 1 December 2021. ‎

9.‎    Act as rapporteur and summarize all inputs provided to the PNE work over the course of ‎the contract, update and adjust the draft outcome document, and compile the final draft ‎that will be presented at the annual meeting. ‎(4‎ days) - Due date: 10 December 2021. ‎

10. For each session at the annual meeting, summarize discussions, taking into account the ‎proceedings, adjust the PNE outputs if necessary. ‎(4 days) - Due date: 10 December 2021. ‎

11.‎ Produce, for publication on the IGF website and distribution, a PNE output document that would feed into the Best Practice ‎handbook as a final outcome of all intersessional work streams, including executive summaries that could be ‎used as stand-alone documents or compiled with the executive summaries of the other ‎intersessional work streams in one document. Liaise with the Secretariat on ‎layout and structure of the final document (minimum 10 pages in 12 points single ‎space, using preferably the font, “Times New Roman”) and coordinating with the other ‎consultants in finalizing the IGF messages and Chair’s summary from the perspective of the PNE.‎ ‎(5 days) - Due date: 15 December 2021.‎

 

VII. Qualifications, Experience and Skills

  1. An advanced university degree (master's degree or equivalent) in environmental science and/or management, environmental policy or related fields is required. Alternatively, eight (8) years of relevant work experience can be accepted.‎
  2. A minimum of 5 years of professional experience including analytical work related ‎to environmental sustainability and role of ICTs, environmental policy, Internet governance and digital public policy-making. Considerable related experience ‎in drafting high-level reports, meeting summary’s and synthesizing complex ‎information and inputs. Evidence of high-level level knowledge in ‎the discourse of environmental sustainability and policy is required. ‎
  3. Excellent written and oral English language skills are required.  

 

VIII.‎ Performance Indicators
The performance of the consultant will be measured by:‎

  • Level of cooperation with the IGF Secretariat, PNE working group and other PNE participants;‎
  • Timely submission of outputs; ‎
  • Quality of synthesis and summarizing of the community discussions, outputs ‎demonstrating high-level knowledge of the subject matter; ‎
  • Readability of the outputs; ‎
  • Positive feedback from experts. ‎
     

IX.‎ Terms of Payment
The Consultant’s fee will be commensurate with experience.‎
Payments will be initiated upon successful completion or documented progress made on ‎tasks as mentioned in the above Terms of Reference. ‎
The Consultant will be paid in three parts upon certification from the Supervisor that the ‎tasks have been satisfactorily carried out as follows:‎

  1. The first payment of 40% of the total fee will be paid upon completion of items 1-4 of ‎the TOR’s part VI;
  2. The second payment of the remaining 40% of the total fee will be paid upon satisfactory ‎completion of items 5-7 of the expected outputs under the section VI; and ‎
  3. The thirds and final payment of the remaining 20% of the total fee will be paid upon satisfactory ‎completion of items 8-11 of the TOR’s section VI.
