The aim of the proposed debate is to try to define the role of the state in a new and more technological reality. We want to understand whether the state (as an institution) can be agile, effectively implement digital public services, or be a partner for the technological sector (the state as an active player in the digital sector or an agile platform offering effective and regulated?).
In recent years, economic crises, but above all technological changes, have changed the way we perceive the role of the state. In the 80s or 90s, especially in Western Europe and the USA, there was a conviction that the role of the state in the economy or other spheres of life should be limited. The crisis in 2008/2009 and the threat from Covid19 pandemic showed that an effective state is needed.
The chances and threats of technological changes will require changes in the structure and functioning of the state. In the framework of the debate together with representatives of administration and business, we want to create a model of an ideal state, an actor who is able not only to react to threats resulting from technological changes but also to shape effectively the technological reality. The result of the debate will be a report, which will contain an initial outline of the ideal digital state.
