7. Description of workshop

Smart cities are the idea of setting-up interconnected systems to achieve a more optimal, efficient, safe & sustainable urban environment. The ultimate goal is said to benefits citizens and society more widely. Sectors that typically receive an injection of technology are health, traffic, public transport, security, water and electricity infrastructure, the waste management, etc. And for that urban citizen data –masses of data– are needed. That data is systematically collected, stored, analyzed and processed using selected software. And with the Internet of Things, it's no longer just communication devices but it's also home appliances, smart cars, and other types of sensors. This also involves the investment of huge amount of public funds, the strong involvement of the private sector, on which governments rely for delivery, which monetizes the development of technology and collection of big data to create smart cities. The vast quantity of data that amasses over long periods of time raises questions over the cost-benefit and risk analysis and the implication for the exercise of human rights.

Arguments for the use of big data are easy to buy, but the real impact is obscure and has yet to be demonstrated. Where do data sets come from? How do people provide consent given the smart city infrastructure does not seek it? What is the scope of big data in terms of transparency, privacy, security, accountability and even public education? These and many other questions are key to foster societies that are becoming increasingly connected to ensure that innovation does not come at the price of our human rights.

11. Description of the plan to facilitate discussion amongst speakers, audience members and remote participants

The roundtable will begin with 5 minutes of opening remarks of the moderator to introduce the objetives of the discussion and the speakers. This will be followed by 15 minutes of questions proposed by the moderator and/or the other speakers in the roundtable in order to foster a discussion as well as to explore some of the benefits, challenges and principles around the issue. The moderator will open the floorfor further questions and comments from the audience and remote participants when the session reaches 65 minutes for another 20 minutes. The last 5 minutes will be used as a wrap-up.

13. Reasons for Speakers and/or description of how stakeholder views will be represented

Speakers have been selected according to their experience on the subject and the contribution they can make from the different sectors and views: civil society, academia, international organization, private sector and technical community. The proposed speakers are:
- Ms Elonnai Hickok, Director - Internet Governance, Centre for Internet and Society, India. Elonnai leads the privacy, surveillance, and big data work at the Centre and has also written extensively on issues pertaining to intermediary liability, digital rights, identity, cyber security and DNA profiling. Elonnai has also worked as a consultant with the Open Society Foundations and with the Ranking Digital Rights project. Confirmed.
- Mr Iván Mantilla Gaviria - Deputy Technical Director of Telecommunications at National Planning Department, Colombia. He is the person within the Colombian government to develop the National Big Data strategy, public policy for Smart Cities, for digital convergence, and of the national space/satellite economy policy. Confirmed.
- Mr Guilherme Canela de Sousa - Advisor in Communication and Information (CI) for the UNESCO office for the MERCOSUR, Chile and the Andean countries. Specialist in freedom of expression online at the international level in general, particularly in the Latinoamerican region. Confirmed.
-Mr Niel ten Oever - member of the EITF and head of Digital at Article 19, UK. Heading Article19s global digital portfolio, strategy development and implementation He chairs the Cross Community Working Party on ICANNs Corporate and Social Responsibility to Respect Human Rights, participates in the Cross Community Working Group on enhancing ICANNs accountability, and co-chairs the Research Group on Human Rights Protocol Consideration (hrpc) in the Internet Research Taskforce (IRTF). Confirmed.
-Ms Gemma Galdon Claves - Founding Partner at Eticas Research & Consulting and a Researcher at the Universitat de Barcelona’s Sociology Department, Spain. She is a policy analyst working on surveillance; social, legal and ethical impact of technology; smart cities; privacy; security policy; resilience and policing. Confirmed

Additionally, we look forward to the contribution of the private sector (e.g. IBM, Oracle or CISCO). The speaker from this sector will be invited once the list of participants is available.

Social media and hashtags will be used in order to encourage remote participation and collect comments/quesitons from remote participants. This will be particularly enhanced two weeks prior to the event so that participants can schedule it accordingly and reinforce it daily the week prior to the session through Karisma's and Privacy International's networks. These questions will be forwarded to the session moderator. A pad also will be created in order to reflect the key issues raised during the discussions and will allow these discussions to be available for remote participants.
