IGF Policy Network on Artificial Intelligence

Inclusive & Accountable AI Governance

The Policy Network on AI (PNAI) is an open, multistakeholder platform under the Internet Governance Forum that identifies good practices and develops practical actions for human-rights-based, interoperable, and sustainable AI governance.

PNAI's 2026 cycle is launching soon. Building on the PNAI Policy Brief 2025 and its recommendations for advancing impactful multistakeholder engagement in global AI governance, all stakeholders will be invited soon to join and help shape this next phase of the work.

What is PNAI?

PNAI convenes all stakeholders - governments, the technical community, private sector, civil society, and intergovernmental organizations to share evidence, compare regulatory approaches, and co-create guidance on AI policy and governance. Participation is open to all. Since 2023, the Policy Network has worked on:

  • Advancing accountability and liability mechanisms in AI.
  • Promoting interoperability across AI governance frameworks.
  • Addressing environmental sustainability in the AI lifecycle.
  • Upholding labour rights and fair work throughout AI’s value chain.

PNAI's focus for 2026 will build on this foundation, centring on the role PNAI can play in facilitating a more inclusive multistakeholder approach to global AI governance and promoting a multilateral, bottom-up approach in the broader context of WSIS+20 review and General Assembly's Resolution 80/173 as well as the implementation of the Global Digital Compact (GDC). The specific work areas and priorities for 2026 will be confirmed in the coming days through the PNAI open mailing list.

What we do

Through an open, community-driven process, PNAI runs consultations, expert sessions and surveys to produce concise outputs and recommendations that support policymakers and practitioners. For 2026, discussions, input gathering and analysis will feed into a new PNAI Output Document, to be shaped by the community once the work stream is launched. The open-to-all PNAI work is led by a Multistakeholder Working Group. These areas reflect PNAI's work to date. All stakeholders will be invited soon to help confirm and refine the work streams for the 2026 cycle.

Interoperability & Good Practices

Mapping convergences across policy and standards to enable interoperable AI governance.

 

Sustainability & Labour

Assessing environmental impacts and labour conditions across the AI lifecycle.

PNAI Multistakeholder Working Group
