UN Global Advocate for Human-centric Digital Governance

The Global Advocate for Human-centric Digital Governance is a public-facing role affiliated with the IGF and designated by the United Nations Department of Economic and Social Affairs (UN DESA). The role – the first of its kind at the UN – is established at a time of rapid digital transformation, as advances in artificial intelligence, digital platforms and data-driven systems are reshaping societies, economies and human interaction, while renewing attention to questions of human rights, inclusion, accountability and the broader societal impact of technology.

Joseph Gordon-Levitt was appointed Global Advocate in 2026. An actor, filmmaker and creative entrepreneur, he brings to the role sustained engagement with the intersection of technology, culture and human experience, including the implications of artificial intelligence, online platforms and digital media for creativity, expression, the future of work and the well-being of children.

The Global Advocate role supports the IGF’s mandate as the UN’s multistakeholder platform for dialogue on digital public policy and complements broader UN digital cooperation processes, including the World Summit on the Information Society (WSIS) and the Global Digital Compact. Its primary purpose is to strengthen public understanding of human-centric digital governance by connecting global policy discussions with lived experience and wider societal perspectives.

In this capacity, Joseph Gordon-Levitt works with the IGF to help translate complex digital governance debates into accessible narratives. Engagement highlights the importance of ensuring that digital technologies serve people, protect human dignity and advance the public interest.

A central dimension of the role is outreach with communities worldwide, including through the IGF’s network of National, Regional, Subregional and Youth Initiatives (NRIs). This work helps connect global policy processes with local realities and amplifies perspectives from regions where digital transformation is advancing rapidly but unevenly.

Looking ahead, the Global Advocate will engage across major international digital policy moments, public dialogues and creative initiatives linked to the IGF and the broader UN digital agenda. Through a combination of high-level participation, community engagement and storytelling, the role will continue to expand awareness of human-centric digital governance and connect global discussions with everyday experience.

1- What is a Global Advocate?

The United Nations has a tradition of enlisting the volunteer services of prominent individuals from the worlds of art, sport, literature, entertainment and industry to highlight the aims, objectives and priorities of the Organization, to convey messages about its activities and to extend its public outreach.

2- When did the United Nations begin this programme?

The programme was established in 1997 and successive Secretaries-General have appointed celebrated personalities to lend their names, reputations and energy to press for a more peaceful world.

3- What is the purpose of the Global Advocate for Human-centric Digital Governance?

The Global Advocate supports the Internet Governance Forum (IGF) in raising awareness of the importance of multistakeholder, inclusive and people-centred approaches to digital governance, grounded in respect for human rights. The role helps amplify key IGF messages, promotes dialogue and cooperation on digital policy issues, and strengthens outreach to diverse communities and stakeholders worldwide. Through public engagement and advocacy, it contributes to advancing a digital future that is open, safe, inclusive and beneficial for all.

4- How does the Global Advocate relate to the Internet Governance Forum (IGF)?

The Global Advocate is designated by and supports the IGF, reinforcing its role as the United Nations’ central multistakeholder platform where all stakeholders - governments, private sector, civil society and the technical community - engage on digital governance on an equal footing.

5- Does the Global Advocate represent the United Nations or make policy?

No. The role is outreach, engagement and advocacy-focused and does not involve policymaking. The Global Advocate supports UN priorities while respecting the Organization’s impartiality and independence.

6- How long is the Global Advocate’s term?

The Global Advocate was appointed for a two-year term beginning February 2026.

7- Is the role paid?

No. The position is voluntary, in line with United Nations practice for advocates and goodwill roles.

8- What kinds of activities does the Global Advocate undertake?

The Global Advocate engages in public advocacy and, where authorized, fundraising activities in accordance with applicable United Nations regulations, rules and procedures. The role includes participation in IGF and United Nations events, as well as outreach activities that raise awareness of key digital governance issues. The Global Advocate is encouraged to engage with UN operations and initiatives globally and is expected to participate in a minimum number of activities each year.

9- How does the Global Advocate engage with IGF communities and processes?

The Global Advocate engages with the full IGF ecosystem -- including National and Regional Initiatives (NRIs), as well as intersessional work streams such as policy networks and best practice forums -- helping amplify their work, connect diverse perspectives and support collaboration across stakeholder groups. The Global Advocate also engages with other initiatives and events of relevance worldwide.

Engagement with the Global Advocate is coordinated through the IGF Secretariat, which serves as the primary point of contact for outreach, collaboration proposals and participation in relevant initiatives.
