Keeping the Internet Whole: Preventing Fragmentation

During the 2025 IGF cycle, the PNIF supports global efforts to prevent, identify, and address Internet fragmentation, aligned with the Global Digital Compact.

 

What is PNIF?

The Policy Network on Internet Fragmentation (PNIF) advances an inclusive dialogue amongst all stakeholders - governments, civil society, the technical community and businesses - to prevent Internet fragmentation. PNIF sustains open participation through public consultations and working meetings, and produces practical guidance for decision-makers. In 2025, the PNIF focuses on:

  • Sustain an inclusive dialogue on Internet fragmentation with broad stakeholder engagement.
  • Monitor progress on the GDC commitment to avoid fragmentation, one year after adoption.
  • Develop a multistakeholder monitoring mechanism with measurable indicators to evaluate progress.
  • Link discussions to WSIS+20 and the IGF mandate, reinforcing the IGF’s role.
  • Engage NRIs to explore local risks and alternatives to fragmentation.
