PNDI advances policies and practices to ensure Internet access is not only available, but also relevant, inclusive, and sustainable, with a strong focus on the Global South and underserved regions.

What is PNDI?
PN Digital Inclusion is the evolution of the IGF Policy Network on Meaningful Access (PNMA), carrying its work forward in substance and in format. It brings all stakeholders - governments, civil society, private sector and the technical community - together to share evidence and good practices, shape policy options, and drive progress toward universal and meaningful connectivity through open, inclusive and bottom-up consultations. A Multistakeholder Working Group (MWG) will continue to translate community inputs into concrete outputs and actionable next steps via regular meetings and contributions from diverse regions and sectors.
Building on PNMA's work to date, including its focus on GDC implementation, measuring progress on meaningful access, and its repository of good practices, PN Digital Inclusion will carry this foundation forward into the IGF 2026 cycle. The network's areas of work are expected to include:
- Advance GDC implementation by identifying best practices and policy solutions for meaningful access.
- Develop strategies to measure progress and effectiveness in providing meaningful access.
- Strengthen multistakeholder cooperation across governments, civil society, technical experts, and the private sector.
- Curate and expand the PNMA repository of good practices and policy models.
- Engage regional and global forums (e.g., UNGA, African Union, League of Arab States) to promote meaningful access.
These priorities reflect PNMA's foundation. All stakeholders will be invited soon to join and help shape this next phase of the work, including confirming the specific 2026 focus areas.

The PNMA is a community-centered initiative that is open for anyone to join and contribute to at any time. Its activities are guided by a co-facilitator appointed by the MAG, along with a multi-stakeholder working group, whose membership is listed on this page.
