Interventions

After a short introduction of the theme, we shall start with Mr. Eduardo Bertoni presenting it perspectives of the actions taken in Argentina regarding taken in Argentina. From there we shall listen to Ms. Nathalie Gazzaneo, the representant of Facebook Brasil, which will talk about the tools proposed by Facebook to diminish the effects of disinformation in Brazil and explaining the fundamental role of private sector in order to address the issue. Following, Ms. Mariengracia Chirinos, which will bring the Venezuelan example in order to present the main risks and opportunities for civil society agents to approach the problem. Ultimately, Mr. Marcelo Blanco will present ARTICLE 19 recommendations to address fake news based on international human rights standards, such as the Joint Declaration on Freedom of Expression and “Fake News”, Disinformation and Propaganda, 2017 and the Final report of the High Level Expert Group on Fake News and Online Disinformation.

Diversity

Besides being the first time we propose a workshop section, we intend to have ¾ of global south participants and gender balance.

There is no denying that disinformation exists everywhere at very high levels, especially in social media, and that it can cause serious damage to society.

It has already been approached by the four rapporteurs in addressing the issue of false news, misinformation and propaganda, in particular by observing international standards on freedom of expression. More than ever, it is crucial to maintain an environment conducive to the exercise of this right, which includes promoting, protecting and supporting diversity in the media and information sources, and 'digital literacy'

Fake news, disinformation and manipulation of content are all terms related to the peculiar phenomenon in which any society connected to internet is subject. The session aims to discuss the solutions and the pression for changes appointed by governments, platforms and civil society. Each participant

It will be a question and answer format that will allow holding a panel based on a spontaneous conversation. The first 20 minutes will be an introductory approach and then we will open the conversation for the interventions of the online assistants. This will be supported by a communication and interaction campaign guided by IPYS Venezuela and Article 19

As election campaigns are increasingly happening surrounded by disinformation, diversified accusations of fraud and misleading propaganda related to online environment, our panel aims to discuss how elections are being affected by these practices in Global South.

Online Participation

We will have an off line and online interaction scheme that will allow us to improve the equity and fluency of the conversation on the face-to-face and digital level. Also, we will have the organizational capabilities of IPYS Venezuela and Article 19 to manage online forums, through specialized platforms for this, which will allow our online audience to follow the forum and participate with comments throughout the session and also have the possibility to make comments by voice, and in order of the requests that are received.
