IGF Policy Network on Artificial Intelligence

Inclusive & Accountable AI Governance

The Policy Network on AI (PNAI) is an open, multistakeholder platform under the Internet Governance Forum that identifies good practices and develops practical actions for human-rights-based, interoperable, and sustainable AI governance.

What is PNAI?

PNAI convenes all stakeholders - governments, the technical community, private sector, civil society, and intergovernmental organizations to share evidence, compare regulatory approaches, and co-create guidance on AI policy and governance. Participation is open to all. Since 2023, the Policy Network has worked on:

  • Advance accountability and liability mechanisms in AI.
  • Promote interoperability across AI governance frameworks.
  • Address environmental sustainability in the AI lifecycle.
  • Uphold labour rights and fair work throughout AI’s value chain.

PNAI’s focus in 2025 centres on the role the PNAI can play in facilitate a more inclusive multistakeholder approach to global AI governance and promote a multilateral, bottom-up approach in the broader context of WSIS+20 review and implementation of the Global Digital Compact (GDC) AI-related work, taking a forward-looking perspective toward 2026 and beyond.  

What we do

Through an open, community-driven process, PNAI runs consultations, expert sessions and surveys to produce concise outputs and recommendations that support policymakers and practitioners. The discussions, input gathering and analysis feed into one unique PNAI Output Document ‘PNAI Policy Brief 2025’ expected to be finalized by the end of 2025 cycle. The open-to-all PNAI work is led by a multistakeholder advisory group.

Exploring liability and redress as tools to support AI accountability and trustworthy deployment.

Interoperability & Good Practices

Mapping convergences across policy and standards to enable interoperable AI governance.

 

Sustainability & Labour

Assessing environmental impacts and labour conditions across the AI lifecycle.

PNAI at 20th IGF

At the 20th annual IGF meeting in Norway, the PNAI main session , explored the evolving role of the
IGF in global AI governance. It specifically looked at the challenges and implications of AI for inequality, data sovereignty, and regulatory coherence.
