Olga Kyryliuk is a human rights lawyer, digital policy and advocacy advisor, and international expert working at the intersection of digital governance, humanitarian response, and public policy. Holding a PhD in international law, she brings over 13 years of international experience leading complex programs, research, and advocacy initiatives across more than 50 countries, with a focus on digital rights, internet governance, civic space, and emerging technologies.
She has managed multi-country portfolios, led multinational teams and partnerships, and engaged governments, international organizations, civil society, technical community, and private sector actors to advance rights-based and inclusive policy solutions in both global and conflict-affected contexts. Her experience spans organizations including Internews, American Bar Association Rule of Law Initiative, Freedom House, Danish Refugee Council, and International Committee of the Red Cross, uniquely combining expertise in digital policy and multistakeholder governance with humanitarian response, displacement, and protection of conflict-affected populations.
Olga currently serves as Chair of the Managing Board of the South Eastern European Dialogue on Internet Governance (SEEDIG) and regularly contributes to international policy processes on digital governance, human rights, and emerging technologies.
