IGF 2025 High-Level Track

A lawyer by training, Fabrizia Benini joined the European Commission in 1995. Throughout her career, she has worked on the intersection between regulatory frameworks and technological developments, taking into account users’ perspectives in the internal market, competition and industry departments. She currently heads the digital economy, recovery plan and skills unit in the Commission’s directorate-general for communications networks, content and technology. Her work focuses on the digital economy and society, its measurement and the impact digital development can have on the labour market and on skills. In this context, one of her main tasks is to devise policy responses to the current digital skills gap.
