Shlegel, Robert

Robert Shlegel was born on 17 December 1984 in Ashgabat.



He graduated from the Institute of Television and Radio by profession «Journalist». He has worked in a number of media.

Robert Shlegel is a MP of the State Duma of the Russian Federation of the fifth and sixth convocations. In the fifth convocation he was the First Deputy Chairman of Committee on Information Policy, Information Technologies and Communications.



Robert Shlegel is a coordinator of the Subcommittee and Expert Council of the Internet and the development of e-democracy in the State Duma Committee on Information Policy, Information Technologies and Communications.

He is an author of more than 30 bills in the field of IT.



In 2008 he opened the first Internet – reception room of the State Duma deputy.

In 2011 Robert Shlegel received the Award of Runet "For contribution to the development of the domain zone .рф " for the project «».

In 2011-2013 he participated in the IGF in Kenya, Azerbaijan, and Bali.



He is an author of the Conception of legal relationships arising while the using of the Internet in the Russian Federation based on multistakeholder’s model.



Robert Shlegel is the one of the developers of the first Internet resource model in Russia that obliges the State Duma to consider community-based initiatives that supports more than 100,000 citizens of Russia.



Robert Shlegel in cooperation with the State Duma developed principles and launched a system of public discussion of draft laws submitted to the State Duma "Veche".



He is a member of the Parliamentary Assembly of the Council of Europe (PACE), Committee on Culture, Science, Education and the Media.

Robert Shlegel is a rapporteur of the Parliamentary Assembly of the Council of Europe on «Coordinated strategies for effective Internet governance».
