1）Does AI, represented by AIGC, further exacerbate the global digital divide? In what ways does it manifest, and what potential impacts may it cause?
2）Under the current wave of AI development, how should countries prioritize their data governance policies to bridge the AI divide and prevent bias and discrimination in the generated content and decision-making recommendations?
3）In the current international context, what are the main obstacles in promoting international interconnectivity of data, and how should feasible international mechanisms be designed?
What will participants gain from attending this session? First, a comprehensive understanding of AI divide. Participants will learn about the authoritative views of experts from the fields of enterprise practice, policy, and technology research on the AI divide and its impact, discover potential problems hidden in the development of AI, and understand the progress and dynamics of different countries and regions in addressing this issue.
Second, enhanced awareness on the importance of data governance in bridging the AI divide. Recognize that data is the underlying foundation for the development of AI technologies such as AIGC, and that strengthening data quality, ensuring the authenticity and accuracy of datasets, and promoting data interconnectivity are important guarantees for ensuring the safety and trustworthiness of AI.
Third, guidance of the responsibilities of multi-stakeholders. Whether it is internet governance, data governance, or AI governance, multi-stakeholders can play an active role. The recommendations formed by the conference will guide the practice of multiple stakeholders.

Represented by ChatGPT, AIGC has significantly enhanced the intelligence, interactivity, and processing capability of AI, and is shaking the current internet ecosystem. However, concerns about the negative effects of AIGC have also increased, including privacy, data leakage, and misinformation. And the concern of whether AI will exacerbate the new digital divide between regions is also attracting global attention. Tech companies in developed countries have advantages in data, computing power, and funding needed for AI, which is making this new divide more prominent.
Meanwhile, data is the foundation of AI, particularly for large models such as ChatGPT. The reliability of AI-generated content or decision-making recommendations largely depends on the reliability of high-quality datasets that are real, accurate and comprehensive. The lack of a universally recognized set of international data rules has led to fragmented data governance and the existence of “data islands” between countries and regions. As the 2022 IGF Messages highlighted that issues concerning data governance should not be treated in silos or in isolation from their impacts. The interconnectivity of data across border is crucial for AI innovation. Only by training AI based on as diverse and high-quality datasets as possible can we maximize their fairness and accuracy and prevent potential bias and discrimination issues. The international community needs to coordinate on data governance policies, provide beneficial policy space for innovation, and make efforts to bridge this AI divide.
This workshop will focus on the issue of bridging the AI divide from the perspective of data governance. Topics to be discussed include:1)the manifestation and impact of the AI divide; 2)the cross-border and interconnectivity of data in policy and their potential impact on AI R&D; 3)priorities in data governance policies to address potential discrimination, bias, and misinformation in AI and its generated content; 4)the roles of multi-stakeholders.
The outcomes and outputs of this workshop include:
1) Consolidating the basic consensus of participating experts on the new digital divide in AI, bridging the AI divide through data governance, avoiding potential discrimination and bias in AI, and promoting international interconnection of data, and form recommendations that can be used for reference by the international community.
2）Initiate international research project. In response to the issues of international interconnection of data and the AI divide, the organizers will promote thematic policy research and invite interested experts and scholars from the international community to participate in joint research.
3）Promote continuous case studies. Collaborate with AI technology enterprises to conduct continuous case studies on the innovative development of AI.
Hybrid Format: The organizers and some of our speakers will attend the IGF meeting onsite. Speakers who are unable to go to Japan, will participate in the discussion through the official tool provided by the IGF. The organizers will provide necessary support for remote speakers with tool accounts and network resources.
The onsite moderator and online moderator will maintain real-time communication to ensure online and offline interactions. The workshop process is as follows:
1) Introduction by the moderator (5 min).
2) First round speech (40 min). The invited speakers will speak in sequence, each for 8 minutes.
3) Discussion (40 min). The speakers will communicate with onsite and online participants, each for 4 minutes. The moderators shall focus on equal opportunities for online and onsite participants
4) Conclusion (5 min).
The organizers will Tencent Meeting to conduct synchronous live streaming for the community in the organizers’ country and communities.
