Policy Question(s)

How do we ensure that algorithmic oversight and governance tools empower people at the community level, and have a positive impact on human rights?
What kinds of open protocols and standards can be developed to help facilitate the widespread uptake of these technologies?
How do we develop the right safety and ethical frameworks that ensure organisations holding sensitive data are willing and able to use these tools?

What will participants gain from attending this session? Attendees will have the ability to help shape thinking on algorithmic oversight and governance, to help provide persepctives on how the CCIAO's PET tools should be developed nad made available, the ethical frameworks that govern their use, and the potential for other use cases for these tools.

Description:

Through the Christchurch Call Initiative on Algorithmic Outcomes, Social Media, Governments, and Civil Society are working together to build and test new tools for algorithmic oversight. These tools make use of innovative Privacy Enhancing Technologies (PETs) and will reduce the barriers to external research, audit, and oversight of highly secured datasets, and allow for comparative and time-series studies. The Christchurch Call is working to build a global community of practice to understand how users and machine learning tools interact online, the risk of radicalisation to violence, and the efficacy of interventions put in place to disengage people from violent extremist views. To do this we want to discuss with stakeholders in the internet community how this PET infrastructure can be set up in an effective and inclusive way to help address a wide range of questions impacting on communities around the world.

Expected Outcomes

Contribution to a new governance framework and community of practice to support the Christchurch Call Initiative on Algorithmic Outcomes

Hybrid Format: We will provide strong moderation to ensure that there's an opportunity for contributors online and in person to participate, and will consciously focus on engaigng people from different backgrounds and origins as part of the session.
