What are the main limitations that traditional regulatory/governance frameworks approaches pose to the discipline, oversight and control of disruptive digital technological development?
What alternative approaches are available to address regulatory and governance challenges and impacts presented by emerging digital technologies?
To what extent do these experiences help solve the most pressing issues that are brought about by conventional approaches?
Is there a set of guidelines that can be designed to help policy-makers devise and deploy a roadmap that can strike an appropriate balance between the concern about safety while encouraging innovation?
What will participants gain from attending this session? Participants will be able to get an overview of state-of-the-art regulatory and governance initiatives to address issues and impacts of edge technologies, from relevant actors across a diversity of sectors. By interacting with the speakers, they will also be able to gain knowledge about the different methodologies that will be presented, as well as to understand criteria for the development and the selection of the most appropriate tools for each application or use case. Speakers will also bring the latest trends, which will give participants essential insight on how and where to follow that track.
Description:
Smart, responsive, dynamic and balanced regulation in all areas, and particularly in innovation and in the digital convergence ecosystem is a generational challenge. Traditional instruments, resources and alternatives that have always been available in the regulatory toolkit simply do not accommodate many of the new phenomena and technological realities of our time. Regulating and governing edge technologies is a complex exercise, on which much has already been reflected, discussed and debated. In spite of that, practical developments and concrete alternatives beyond the conventional repertoire still need and involve a lot of experimentation. This session will map and present some of these new regulatory/governance initiatives, explore how and in which cases they have been proposed or used, and share lessons learned in the case of actual applications of them.
Apart from the general information about these innovative initiatives to the community at-large, we hope this session will also be followed by individuals and organizations that are directly involved into policy-making, which can have a positive impact in how regulation and governance frameworks are proposed, debated, developed, implemented and further monitored. Because the examples will be concrete, evidence-based, they can promote synergies amongst stakeholders, encouraging them to improve and adapt the models which will be presented, fostering interaction, exchange and collaboration opportunities for further experimentation. An academic piece on the subject is already on the way, and a working paper is expected to be presented in the session, also subject to feedback and input from the onsite and remote audience.
Hybrid Format: The speakers will present their perspectives on the issues raised above based on their professional expertise, knowledge, evidence and results from projects in which they have collaborated. Coming from different stakeholder groups, areas and fields, speakers will present their views on the shift they perceive between traditional regulatory and governance approaches, and the ones they have been working on, highlighting positive aspects, shortcomings, identifying trends and areas still to be explored. This will give food for thought to onsite and online participants. The moderator will keep an eye on timely welcoming of interventions from the audience (onsite and remote participation).
