A. Cyberspace is a borderless space. Collaboration between nations is essential to address transnational cybercrimes and establish norms for responsible behavior in cyberspace.
B. Collaboration between governments, tech, and civil society can help balance law enforcement to access digital evidence and privacy.
C. Data can be used to track and monitor environmental conditions. AI can aid in efficient measures. However, it is crucial to ensure that the use of them is governed by ethical frameworks, transparency, and inclusiveness to prevent unintended consequences and address potential biases.

Furthermore, participants will have the opportunity to ask questions and receive feedback from me. I am eager to share my knowledge and experience, assisting participants in the development of successful digital services master plans.
We have speakers from Thailand and Vietnam who have transferred to work and study in Japan. Their perspective as women in the technical working group from the Switch SEA project (APNIC), as well as their experiences in Southeast Asia, will provide valuable insights and assist participants in various aspects.
Description:
The Office of Digital Innovation and Intelligent Systems at Prince of Songkla University has developed a 5-year forward information and communication technology master plan for a local government organization in Thailand (2023-2027). This organization is one of the largest revenue collectors in Thailand, but unfortunately, it lacks a local IT or specialized digital agency that can promote services and follow up on public services.
The master plan encompasses three dimensions:
1.Digital Government: This dimension involves establishing an organizational hierarchy by creating positions such as an ICT leader, an ICT department, and technical experts for cybersecurity in the local area.
2.Digital Management and Services: The governance policy focuses on managing government data and documents through the application of ICT on a hybrid cloud. The principle behind this policy is to ensure equal internet usage for everyone, with the aim of "leaving no one behind."
3.Digital School: This dimension emphasizes lifelong learning and education across all age groups. It recognizes the Internet as a critical infrastructure that should be accessible in all areas. Network connectivity is considered a basic necessity for children, women, the elderly, and the most vulnerable members of society. They should have equal opportunities to use and learn from it, improving their overall quality of life.
The master plan was developed in collaboration with the local government organization and other stakeholders, including representatives from all sectors and public hearings. It is a comprehensive and ambitious plan that aims to transform the organization into a modern, efficient, and citizen-centric government. The plan is expected to have a significant impact on the lives of citizens, businesses, and the local economy.
I believe that the diverse backgrounds and expertise of the speakers will enrich the session and provide participants with a well-rounded understanding of digital services in local government organization in Thailand. Together, we will explore different perspectives and foster meaningful discussions that contribute to the development of effective strategies and policies. I am confident that my session will provide valuable insights to participants seeking to develop a digital services master plan for their local government. I eagerly anticipate sharing my knowledge and experiences to empower participants in their endeavors.
