1. Build a scientific and effective AI ethical governance system: What kind of governance measures are effective and do not unduly constrain the development and use of AI? How to ensure that the developed technical logic, industry standards, laws and norms can be implemented?
2. Improve the ethical awareness of stakeholder groups: What are the existing risk categories and potential challenges in AI ethics? How to establish an effective ethical risk assessment mechanism? How to strengthen the scientific dissemination and ethics popularization of AI and improve the level of public awareness?
What will participants gain from attending this session? Overall, participants of this workshop will learn about the latest development in AI technology, recognize the risks brought by AI technology to human society, and the latest international discussions and future trends in AI ethics and safety governance. In addition, the focus of their learning may vary for different audiences:
(1) For governments, they can fully understand the different theoretical and practical progress of AI ethics and safety governance in various countries, and provide a rich basis for improving its domestic laws and regulations related to AI ethics.
(2) For enterprises, they can understand how to improve their AI ethics and compliance system when developing or applying AI products and promote the sustainable development of their AI technology.

As a representative of a new round of scientific and technological revolution and industrial transformation, AI is affecting the development of human society in an unprecedented way and speed. As a disruptive but not yet fully mature technology, while creating broader development opportunities, AI inevitably raises various ethical challenges and security risks. The recent explosion of ChatGPT has attracted Google, Baidu and other AI main echelons to quickly follow, but also once again pushed a series of ethical risks, such as basic human rights, data security, personal privacy leakage, algorithm discrimination, academic cheating, value bias, and ideological penetration to the forefront of public opinion. Strengthening AI ethics and security governance has become a common issue facing mankind around the world. It is urgent to advance the research on the ethics of AI technology and seek relevant countermeasures.
The main topics to be discussed at the workshop include: existing risk categories and potential challenges of AI ethics, building a scientific and effective governance system, establishing technical logic and industry standards for AI ethics, improving relevant laws and regulations on AI ethics, improving AI ethics assessment mechanisms, discovering new safety and ethical issues, improving the ethical awareness of stakeholder groups, and building more international cooperation mechanisms. This workshop will invite experts and representatives from different aspects such as government departments, industry organizations, universities and research institutions, and enterprises to sort out and analyze the main problems. Discuss the realization path of effectively preventing ethical risks while the rapid development of AI.

The workshop is expected to have three main expected outcomes:
The first is to explore how to effectively govern AI ethics through the efforts of countries, international organizations, society and enterprises.
The second is to explore effective ways to deal with risks and challenges in the process of ethical governance with the rapid development of AI.
The third is to explore the construction of an effective AI ethical governance system and general international standards, and initiate a transnational research working group mechanism.
Hybrid Format: (1) When conditions permit, the organizers will invite guests to Japan to participate in the conference offline for on-site interaction, and will consider: first, invite the keynote speakers to speak and share on stage, and the moderator will control the rhythm and guide the questions; second, conduct on-site real-time voting through voting equipment to understand the recognition of the views of the speakers online and on-site by the audience; third, strictly control the speaking time to ensure the participation of each delegate and the process of the workshop.
(2) The organizers will design and produce videos, animations, posters, etc. around the theme of the workshop, and disseminate them through multimedia forms, so as to trigger the thinking of participants and audiences and create an atmosphere of common participation.
